		Even worse than a dealer tag is dealer mounting front license plate frame in a state that doesn't require front plates, then putting their ad in it.

Technically Virginia doesn't require front license plates but they use it as a means to pull you over and check for other things. I have lost the front plate on vehicles from time to time whether they were stolen or whatever.

I was in DC parked one time and got a ticket for not having a front license plate - $50 fine on my windshield.
