1) cheap - $9 for a durable rubbermaid tub 2) design -- the lid acts as a "mat" to catch stray litter upon leaving the litterbox 3) The 2-in-1 function of lid as mat reduces the amount of space you need to take up for your entire litterbox/littercatching apparatus.

In other words, it makes sense.
